The Regulation addresses the comprehensive and unitary regulation of the operation of the public sector through electronic means, both in the internal scope of the Administrations and in inter-administrative relations and with citizens and companies.
The objective of the Regulation is to have a digital, modern, accessible, and personalized Public Administration that meets the needs of different social groups. It consolidates the regulations regarding electronic services to citizens and companies and promotes the use and benefits of digitization in the Administration.
It will enter into force on April 2, definitively eliminating the overlap of different legal regimes and facilitating citizens, companies, and administrations the basic regulatory development in a single text, thereby contributing to legal certainty, which is one of the objectives of the regulation.
Main Objectives
Improve the efficiency of electronic Administration. Facilitating citizens' right to interact electronically with Public Administrations.
Facilitate both the internal electronic functioning of the administration and the relations of Public Administrations with each other to be carried out electronically.
Increase the transparency of administrative action and people's participation in Electronic Administration.
Have easily usable and accessible digital services so that the relationship of the interested party with the Administration can be easy, intuitive, and effective when using the electronic channel.
With the approval of this Regulation, one of the measures for the digital transformation of the public sector included in the Spain Digital Agenda 2025 is fulfilled, as well as one of the reforms contemplated in the Recovery, Transformation, and Resilience Plan.
