SIR - Registro Interconnection System

SIR - Registro Interconnection System is the basic infrastructure that enables the exchange of electronic registration entries among Public Administrations. Securely and legally compliant, regardless of the registration application used, as long as it is certified in the SICRES 3.0 Standard.

Its implementation allows the elimination of paper transit between administrations, increasing efficiency and eliminating the costs of handling and forwarding paper, thanks to the generation of electronic authentic copies of the documentation presented in the registration entries.

Information exchange is carried out securely and legally compliant, through registration applications or services that are certified in SICRES 3.0 (according to the Technical Interoperability Standard of Data Model for the exchange of entries between Registration Entities) and that use the common directory DIR3.

Its integration allows the elimination of paper transit between administrations, increasing efficiency and eliminating the costs of handling and forwarding paper, thanks to the generation of electronic authentic copies of the documentation presented in the registration entries.

Connection and exchange of records in SIR can be done either using common network services such as ORVE or GEISER, or by adapting the entity's own registration application to comply with the SICRES 3.0 specification and synchronize destination information from the common directory DIR3.

To address these needs for improvement and efficiency of the Public Administration and citizen service, the Registro Interconnection System has been developed, as the basic infrastructure that enables the exchange of electronic registration entries among Public Administrations. Through SIR, this information exchange is carried out securely and legally compliant, regardless of the registration application used, as long as it is certified in the SICRES 3.0 Standard.

The implementation of SIR allows the elimination of paper transit between administrations, increasing efficiency and eliminating the costs of handling and forwarding paper, thanks to the generation of electronic authentic copies of the documentation presented in the registration entries.

Integration Requirements and Modalities

OPTION 1: COMMON SERVICES

Use of AWR, ORVE, GEISER, or SIGM services, whose description is also available on the Electronic Administration Portal.

OPTION 2: THROUGH THE CERTIFICATION OF THE ENTITY'S REGISTRATION APPLICATION.

A SICRES 3.0 and SIR certified application allows, in addition to the usual functionalities, the interconnection of registrations with the rest of the integrated Administrations.

It implies a technical and economic investment by the interested Organization.

Once the application is adapted, it is necessary to pass the SICRES3.0/SIR certification test battery, in coordination with the MINHAFP Certification Office. The SICRES-Tester tool is available as a support tool.

Also, the installation of the Registration Exchange Component (CIR) in the systems of the interested organization is necessary.

OFFICE OF VIRTUAL REGISTRATION (ORVE):

ORVE is a cloud service already certified and integrated with SIR, which allows digitizing the paper presented by the citizen in registration offices, and sending it electronically to the destination instantly, regardless of their geographic location or competent administrative level.

INTEGRATED REGISTRATION MANAGEMENT (GEISER):

Cloud service offering complete registration functionalities, expanding on those offered by ORVE.
