SCSPv3 Substitution of Paper-Based Certificates

SCSPv3 Substitution of Paper-Based Certificates is a set of specifications aimed at data exchange between Public Administrations with the objective of eliminating administrative certificates on paper, avoiding citizens from presenting documentation to public administrations that is already in their possession, replacing them with an exchange of data between Administrations that is done electronically, standardized, and quickly, with full legal guarantee.

Recipient: Any Public Administration.

The SCSPv3 version incorporates the following novelties: Due to the disappearance of the Ministry of Public Administrations, and with the aim of obtaining a reference place to locate the SCSP schemas, the namespace www.map.es has been replaced by intermediacion.redsara.es to make them independent of the nomenclature of the organizations that use them, and indicate that the supported version is suitable for intermediation.

It introduces new fields in the schema (Generic Data) associated with the "Applicant" of the information, which had been identified as necessary in the use of version 2.

  • Processing Unit: Unit within the Requesting Body that makes the request.
  • Procedure:
    • CodProcedure: Code of the Procedure of the processing organization.
    • ProcedureName: Unique name of the procedure of the processing organization.
  • FileId: Identifier of the file in the processing organization.

The versioning of the schemas has been changed from V2 to v3.

For reasons of interoperability with the most modern current standards, it has been chosen to replace the signing mechanism based on pure XML-SIG with the one specified within the WS-Security family. A more standardized signature model implemented by different SOA platforms.

It incorporates the possibility of encryption in the responses in those situations where the sender considers it necessary for reasons of confidentiality of the information to be exchanged. By default, encryption will always be applied to the response, although for service needs it could be applied to any exchanged message, and only the especially sensitive information that needs to be protected will be encrypted. As a general rule, the content of the node will be encrypted in requests with a single transmission and the Transmissions node when it is a multi-request (only in asynchronous mode). The use of encryption has been incorporated because while in SCSPv2 the communication between requiring and issuing organizations was point-to-point and with SSL, confidentiality was guaranteed, SCSPv3 is oriented towards intermediated services, although not exclusively, where a third party could see the information if it were not encrypted.

An optional attribute has also been included in the fields:

  • Specific Data in all cases.
  • Transmissions in the case of Responses.
  • Requests in the case of Petitions.

The SCSP v3 Portfolio provides a set of solutions that allow public administrations to request or provide structured data to other organizations, according to the NTI of data intermediation protocols.
